Once all authorities involved have issued their approval, the movement of waste may begin.
1. Logging movements of waste
Three working days (at the latest) before the beginning of each movement of waste, the notifier must send the completed movement document to the competent authorities involved, as well as to the consignee (in particular, this document must indicate the effective date of the movement).
For France, movement documents are no longer sent by fax or email : movements should be logged directly in GISTRID.
REMINDER : this is one of the conditions of approval..
After the last movement of waste has taken place, the declarations of movement should be “closed”.

N.B. : waste transfer dates :
- Initial departure : this can only occur after ALL competent authorities involved in the movement have given their approval,
- Final departure : this can only occur during the validity period of the written approval agreements ; i.e. waste must be received by the treatment facility before approval expires.
Example :
Shipment from France -> Germany via Belgium, being planned for after the 1st of January. Belgium issues approval on January 10th, Germany on January 12th and France on January 15th. The 1st departure can therefore be scheduled for on or after January 15th (taking place at least 3 days later, as the operator must issue advance notification of the movement)
The final departure, if planned for December 31st, must be received by the treatment facility on this date. If the waste is dispatched on December 31st but received by the facility on January 2nd, this counts as an unapproved (and therefore illegal) movement of waste.
2. Requesting a modification
PLEASE NOTE : this type of request does not take priority over the review of new files. It is therefore advised that notifiers plan ahead to avoid additional requests that may take time to process.
E.g. : for the number of transfers or tonnage, allow a sufficiently wide margin of error
E.g. : for carriers, plan for the inclusion of additional partners ahead of time
Regulations stipulate that all modifications to the methods and/or conditions of transfer made after approval has been issued must be indicated by the notifier as soon as possible (and if possible before the transfer has begun), to both the competent authorities involved and the consignee.
In principle this requires a new notification process UNLESS AUTHORISED BY ALL competent authorities involved.
A/ Requesting a change
Regarding, for example :
- increasing the tonnage, active quantity, number of transfers, etc.
- the addition of a new producer, transit country, etc.
As indicated above, these requests will only be validated if the notifier obtains approval from all authorities involved (in the countries of departure, transit and destination).
To request this type of approval from the PNTTD, an email should be sent to pnttd@developpement-durable.gouv.fr.
The subject of the email should contain the notification number, and the email itself should contain all the information necessary to analyze the situation : subject and reasons for the request, agreements already obtained where applicable, etc.
The PNTTD may then :
- either refuse the request, on the grounds that the modifications involved are likely to significantly alter the conditions under which approval was granted. In this case, the notifier will be asked to submit a new notification.
- or issue its approval via email or mail, provided approval has been obtained from the other authorities involved.
Please note : where a notifier requests an increase of the active quantity, the PNTTD will require an additional financial guarantee.
NB : it is also possible to request a modification to the name or address of a company.
B/ Adding carriers
3. Returning waste to France in the event that it is refused entry to a facility abroad
Here too, the notifier should send an email to pnttd@developpement-durable.gouv.fr.
The subject of the email should include the notification number for the operation
The message should explain the situation
Annexes IA and IB for the movement that was refused should be attached to the email (with the reason for the refusal indicated in Section 18).
The PNTTD will then send an email, which should accompany the transport of the waste along with the movement document.
