At what point is an object or substance considered to be “waste”?

In order to determine whether a movement of waste is possible, and where possible, which procedure should be applied, notifiers should refer to the following four criteria : waste origin, destination and route to be taken, intended type of waste processing, waste type.

Waste items subject to this procedure may be transported without prior consent from the competent authorities.

This procedure is also referred to as the “Prior written approval procedure”, as it involves obtaining certain agreements before waste movements may begin.
