Information on Waste Processing

As with waste production, information on waste processing is also essential to the review process,
Here too any means of description may be used (text, regulatory definition, photos, slides, etc.) ; the objective is to be as clear and precise as possible.

  1. The waste treatment facility

Whether the facility is located in France or abroad, the following must be submitted :

  • a copy of the operating license specifying a list of permissible waste types.
    • For facility licenses in France, this information is included in the prefectoral decree (arrêté préfectoral)
    • For operating licenses in other countries, those issued in foreign languages are accepted provided that a translation is provided (in French or English) of the articles conferring authorisation. This means that it must be proven that the waste may be accepted for processing at the facility, that its treatment method is authorized and that the operating license is currently valid.
  • proof that any damages incurred by third parties are covered by a licensed insurer.

  2. Waste treatment method

The description of the waste treatment method must be sufficiently detailed.
It must also, of course, be consistent with the code indicated in Section 11 of the notification document (code R or D).

Example of inconsistency : the treatment is marked as “R4” (recovery of metals) on the notification document, but in the file the treatment method indicated is disposal via incineration.

  3. Preliminary Acceptance Certificate (PAC)

For imports (waste being brought into France for treatment), and where stipulated by the authority responsible for the treatment facility, notifiers should submit the PAC.

The period of validity for this document should be indicated, and must not have expired.
It must also be signed by a representative of the treatment facility.
