The PNTTD processes, free of charge, requests for transboundary movements of waste, which are submitted by notifiers.
The PNTTD oversees requests for the movement of waste :
In doing so, the department is applying the directives of (EC) Ruling n°1013/2006 of 14/06/2006 (and accompanying texts outlining its application) regarding movements of waste.

As such, the department is responsible for :
- reviewing initial notifications made in writing
- issuing approval decisions
- providing support for public authorities in cases involving illegal transboundary movements of waste
- monitoring administrative procedures in the event of illegal waste transfers (along with environmental inspectors from the DREALs)
- informing and communicating with parties involved
- maintaining relations with authorities in other countries, responsible for issuing approval decisions in their respective nations
One highly specific role of the PNTTD is to issue pre-approved status for waste repurposing facilities.
*NB : With specific regard to transport operations (in which waste is only being moved through France).
Where waste is being transported through France, the PNTTD gives tacit approval for this waste to be transported across French territory.
This means that, from the moment when the relevant authorities in the state of departure and destination have given their approval, France’s consent is considered to be acquired.
