Carriers

1. Which documents need to be submitted?

There are 3 documents to be submitted by carriers :

  1. A list of carriers with full contact information : names and addresses. Do not forget the country ! For exports, this list is automatically generated by GISTRID when more than one carrier is used (otherwise, it will appear in section 8 of the notification document)**
  2. Proof that the carrier is registered to transport waste (and hazardous waste where applicable)
  3. Proof that any damages caused to third parties are covered by civil liability insurance (generally via a declaration from the insurer)

PLEASE NOTE : the carrier’s registration and insurance must currently be valid, i.e. non-expired at the time of the first planned movement of waste.

**NB : the PNTTD allows authorisations/approval certificates valid in other EU countries to be used in France, whether for carriers based in France or foreign carriers. It should be noted that this is not the case for some other authorities in other countries.

2. What should be done when the documents have expired?

Authorisations/approval and insurance certificates that expire during the notification period should be updated and uploaded.
A carrier involved in a notification procedure whose authoristation/approval and/or insurance has expired will be considered to be carrying out an illegal movement of waste.

3. How are carriers managed in GISTRID?

4. How can I add a carrier?

If a carrier needs to be added to a notification that has already been approved, the notifier should :

  • Add the carrier in GISTRID (along with a valid approval certificate for the transport of waste and a valid insurance certificate) : see carrier management
  • Then send an email to pnttd@developpement-durable.gouv.fr to indicate that a carrier has been added.
  • Wait for the modified approval letter to be sent by PNTTD allowing waste movements to proceed.

In order to use this carrier for movement declarations in GISTRID, you must first wait for the PNTTD to validate them in GISTRID (after the letter has been sent).

NB : if the case involves a notification not handled by the PNTTD (e.g. : import), you should inform the centre by email at pnttd@developpement-durable.gouv.fr.
