SPECIFIC CASES : overseas territories
NB : transfers of waste into mainland France from French Overseas Departments (Martinique, Guadeloupe, Saint-Martin, Reunion, Saint-Pierre et Miquelon and Mayotte) are subject to notification procedures whenever their transport route involves passage through a third-party country (even where no vehicle transfer occurs).
For overseas territories, in order to establish which TMW authority should be contacted, parties must distinguish between import and export operations (based on where the waste has been produced).
1. EXPORTS
Transboundary movements of waste arriving in mainland France from the following territories are considered to be exports :
- Guadeloupe (971)
- Martinique (972)
- French Guyana (973)
- Reunion (974)
- Saint-Pierre et Miquelon (975)
- Mayotte (976)
- Saint-Martin (978)
The PNTTD therefore has jurisdiction over these TMW operations, and a notification case file must be established in GISTRID by submitting an EXPORT request file. See the how-to guide here.
2. IMPORTS
Transboundary movements of waste arriving in mainland France from the following territories are considered to be imports :
- Saint-Barthélémy (977)
- Wallis and Futuna (986)
- French Polynesia (987)
- New Caledonia (988)
These 4 territories each have their own separate TMW authority.

The PNTTD therefore does not have jurisdiction as a TMW authority for these points of origin.
However, the PNTTD will act as the destination authority, to which the relevant authority in the country of origin will submit any TMW files.
